INSULEUR is seeking to recruit full-time or part-time Project Officers to work on advocacy issues (drafting of positions papers) and on the implementation of European projects (prepare the terms of reference for the activities together with the other staff of INSULEUR (development of content and methodology of the activities), organise procurement processes in cooperation with the project financial officer, organise the implementation of the activities (in person and/or online),  monitor the implementation of activities (either online or in person), promote activities of communication, draft activities reports in line with projects requirements.  


Requirements:

 

  • Higher Education Degree
  • Minimum 3 years of project management experience
  • A good experience in event organization and management
  • Strong analytical skills
  • Excellent knowledge of MS Office (Word, Outlook, Excel, PowerPoint) and similar tools Communication skills
  • Strong organisational capacity and the ability to multi-task
  • Ability to work both in a team or autonomously, and to appreciate and follow priorities.
  • Availability to travel 
  • Professional experience in supporting SMEs, for their participation in international activities to access new markets (participation in international Exhibitions, organization of B2B meetings, implementation of business plans for SME extroversion)

Will be considered an asset:
  • Foreign languages: excellent knowledge of English, knowledge of other languages will be considered as a special qualification.
  • Post-graduate degrees relevant to the needs of the position will be considered as a special qualification.

Ο τουρισμός συνδέεται άμεσα και άρρηκτα με την κοινωνικό-οικονομική ανάπτυξη, και πρωτίστως αυτή των παράκτιων και νησιωτικών περιοχών. Κινητήρια δύναμη του: το περιβάλλον (φυσικό, πολιτισμικό, κοινωνίες υποδοχής) του οποίου είναι θύμα λόγω της κλιματικής αλλαγής, ενώ συνδράμει παράλληλα στο πρόβλημα επεμβαίνοντας στα περιβαλλοντικά γνωρίσματα, τροποποιώντας τον αρχικό χαρακτήρα τους, με αποτέλεσμα να επιδρά και στην ίδια την μελλοντική πορεία του.  

 

Εξού και η διατύπωση μιας νέας προσέγγισης για την ανάπτυξη του τουρισμού - του βιώσιμου τουρισμού - η οποία να λαμβάνει πλήρως υπόψη της τις οικονομικές, κοινωνικές και περιβαλλοντικές του επιπτώσεις, ικανοποιώντας τις ανάγκες των επισκεπτών, της βιομηχανίας, του περιβάλλοντος και των κοινοτήτων υποδοχής του τουρισμού με όρους παρόντος και μέλλοντος.  

 

Με τις πολύ μικρές και μικρομεσαίες επιχειρήσεις να αποτελούν το 99,8% των τουριστικών επιχειρήσεων στην Ε.Ε., το έργο με τίτλο Island  Sustainable Tourism Action through Resilient SMEs (I-STARS) το οποίο συγχρηματοδοτείται από την Ε.Ε., προσδοκάει να αλλάξει τις καθιερωμένες τους πρακτικές προκειμένου να ανακάμψουν και να ανοικοδομηθούν κατάλληλα, αντιμετωπίζοντας τόσο τις ανησυχίες των πελατών τους - οι οποίοι ολοένα και περισσότεροι γνωρίζουν και ανησυχούν για το αποτύπωμα το οποίο αφήνουν οι διακοπές τους - όσο και τις περιβαλλοντικές απειλές.

 

Αυτό, ωστόσο, απαιτεί γνώση, νέες δεξιότητες και οικονομικούς πόρους από πλευράς των επιχειρήσεων.   Σε αυτό έρχεται να απαντήσει το Σχέδιο Χορηγιών το οποίο υλοποιείται στην Ελλάδα από το INSULEUR στο πλαίσιο του I-STARS.    

 

Στην Ελλάδα και στο πλαίσιο του έργου αυτού, τουλάχιστον 25 τουριστικές επιχειρήσεις με οποιαδήποτε τουριστική δραστηριότητα μπορούν να λάβουν επιχορήγηση για υπηρεσίες αξίας έως και 5.600 ευρώ, τις οποίες θα παρέχουν έμπειροι σύμβουλοι σε θέματα μεταξύ άλλων:    

 

*Πιστοποιήσεις βιωσιμότητας (Ecolabel, Travelife, κ.λπ.)

*Στρατηγικές αειφορίας & υλοποίηση μέτρων (energy audits, (food) waste audits, water use, CSR, carbon management plan, δράσεις δημοσιοποίησης δεδομένων αειφορίας, κλπ)

*Αγορά εργαλείων/τεχνολογικών λύσεων για παρακολούθηση και βελτίωση απόδοσης αειφορίας

*Organisation Environmental Footprint Assessment - OEF

*Συμμετοχή σε προγράμματα εκπαίδευσης & κατάρτισης σε θέματα αειφορίας

Grants up to €5,600 for sustainable tourism businesses offered by the Network of the Insular Chambers of Commerce and Industry of the EU    INSULEUR

 



Tourism is directly and inextricably linked to socio-economic development, and primarily that of coastal and insular areas. Its driving force: the environment (natural, cultural, host communities) of which it is a victim of due to climate change, while it simultaneously contributes to the problem by modifying the environment's original character, resulting in affecting its own future course.  

 

Hence the formulation of a new approach to the development of tourism - sustainable tourism - which takes full account of its economic, social and environmental impacts, satisfying the needs of visitors, of the industry, of the environment and of the host communities in terms of present and future.  

 

With micro, small and medium enterprises making up for 99.8% of tourism businesses in the EU, the I-STARS project expects to change SMEs' established practices in order for them to recover and rebuild properly, addressing both the concerns of their customers - who are increasingly aware and concerned about the footprint their holidays leave - as well as environmental threats.

 

This, however, requires knowledge, new skills and financial resources on the part of businesses.    

 

INSULEUR, recognizing the urgent need for tourism businesses to transition to sustainable business practices, therefore announces the launch of the I-STARS Grants Scheme for Tourism Businesses.   The scheme is addressed to tourism businesses of any sector and the grant amount reaches up to €5,600 per business. What it covers:  

 

1.           Sustainability certifications (EU Ecolabel, Travelife, etc.)

2.           Sustainability strategies & implementation of measures (energy audits, (food) waste audits, water use, CSR, carbon management plan, sustainability data disclosure actions, etc.)

3.           Purchase of tools/technology solutions to monitor and improve sustainability performance

4.           Organisation Environmental Footprint Assessment - OEF

5.           Participation in education & training programs on sustainability issues

INSULEUR - The Network of Insular Chambers of Commerce and Industry of the European Union is calling out for Sustainability Experts-Consultants

The EU co-funded project entitled Island Sustainable Tourism Action through Resilient SMEs (I-STARS) is all about helping tourism enterprises based on islands to take their transformation journey down the 2030 road to recovery and sustainability.


To this end, INSULEUR - The Network of Insular Chambers of Commerce and Industry of the European Union, together with 5 more organisations from the islands of Cyprus, Ireland, Italy (Sicily) and Spain (Mallorca), partners in the I-STARS project will launch later this year an ‘Open Call for SMEs' whereby tourism businesses can apply to receive a grant of up to €5,600 in the form of a voucher to be redeemed against the provision of services offered by Sustainability Experts/Service Providers. The provided vouchers shall boost tourism SMEs awareness, development, and capacity to integrate sustainable innovations in their business practice, adopting sustainability, resilience and circularity as drivers of their competitiveness in the rapidly changing global tourism market scenario.

 

At this stage of time, INSULEUR is calling out for Experts-Consultants interested to join the I-STARS Sustainability Experts Directory, and who have the experience in assisting tourism businesses transition into sustainability, by offering a variety of services to them.

*more than 1 expert from each consulting company can join the Directory; The call is not restricted to 1 expert per company.

The creation of a Greek interface and for the activation of a Greek CMS version of the COMPOSE toolbox  

 

COMPOSE PLUS project (https://compose.interreg-med.eu) tackles the challenge of how to increase the share of RES in energy mix of specific areas, rural and island areas and of the Mediterranean area at large. The project builds upon an existing COMPOSE tool (https://reselplan-toolbox.eu/) which was developed throughout the previous COMPOSE; with COMPOSE PLUS the tool will be upgraded, adapted and transferred to stakeholders, in light, among other, of the stakeholders needs analysis produced by INSULEUR in the framework of the project, thus empowering them for absorption of EU and cohesion funds in energy sector via respective capacity building activities.

 

To be able to achieve this, the Network of Insular Chambers of Commerce and Industry of the European Union, announces an open call for the selection of offers for the creation of a Greek interface and for the activation of a Greek CMS version of the COMPOSE toolbox, allowing the dissemination and transfer of the toolbox and the COMPOSE model based on the receiving stakeholders needs and recommendations (A 3.6 Training and capacity building for stakeholders / Fine tuning of transferring strategy).

 

The call is open to the following applicants: SME's, start-ups, and any business/agency with experience in providing the above services.

 

The maximum available budget is up to one thousand two hundred (1.200,00) euro, VAT included. The offers should be fit for purpose and sufficient to meet the call's requirements and the selection will be made based on financial criteria.

 

The duration of the call is (1) month, 17/12/2021-17/01/2022. Deadline for submission of offers: January 17th 2022.

 

The Call is issued as part of the activities of the project COMPOSE PLUS - Rural Communities engaged with positive energy PLUS (COMPOSE PLUS), funded by the European Regional Development Fund (ERDF).

Το Δίκτυο Νησιωτικών Επιμελητηρίων Ευρωπαϊκής Ένωσης, προκηρύσσει Συνοπτικό Μειοδοτικό
Διαγωνισμό με σφραγισμένες προσφορές και κριτήριο κατακύρωσης τη χαμηλότερη τιμή για την επιλογή
εξωτερικών συνεργατών για την υλοποίηση του έργου BLUE CROWDFUNDING στο πλαίσιo του
Προγράμματος Διακρατικής Ευρωπαϊκής Συνεργασίας «Interreg Mediterranean». Ο διαγωνισμός αφορά στα
εξής παραδοτέα:
1) Υλοποίηση Δράσεων του πακέτου εργασίας WP1. Project Management,
Προϋπολογισμός 10.400,00 (δέκα χιλιάδες τετρακόσια) ευρώ ΠΕΡΙΛΑΜΒΑΝΟΜΕΝΟΥ ΦΠΑ 24%.

Προϋπολογισμός 12.000,00 (δώδεκα χιλιάδες) ευρώ ΠΕΡΙΛΑΜΒΑΝΟΜΕΝΟΥ ΦΠΑ 24%.
5) Υλοποίηση Δράσεων του πακέτου εργασίας WP5. Capitalisation,
Προϋπολογισμός 12.500,00 (δώδεκα χιλιάδες πεντακόσια) ευρώ ΠΕΡΙΛΑΜΒΑΝΟΜΕΝΟΥ ΦΠΑ 24%.

Η εκτιμώμενη αξία της σύμβασης ανέρχεται στο ποσό των 52.395,00 € συμπεριλαμβανομένου ΦΠΑ 24 % (προϋπολογισμός χωρίς ΦΠΑ: € 42.254,03 ΦΠΑ : 10.140,97).

Η διάρκεια της Σύμβασης καλύπτει το χρονικό διάστημα από την ημερομηνία υπογραφής της με τον ανάδοχο μέχρι την 31 Ιανουαρίου 2020 ή τη λήξη ολιγόμηνης παράτασης της υλοποίησης του έργου, στην περίπτωση που ζητηθεί από τους εταίρους και εγκριθεί από τη Διαχειριστική Αρχή του Προγράμματος Ευρωπαϊκής Εδαφικής Συνεργασίας InterregV-B "Αδριατική - Ιόνιο 2014-2020" (InterregADRION 2014-2020)

ΠΕΡΙΛΗΨΗ ΠΡΟΚΗΡΥΞΗΣ Συνοπτικού Διαγωνισμού για την επιλογή Εξωτερικών Συνεργατών

Το Δίκτυο Νησιωτικών Επιμελητηρίων Ευρωπαϊκής Ένωσης, προκηρύσσει συνοπτικό διαγωνισμό με κριτήριο κατακύρωσης τη χαμηλότερη τιμή για την επιλογή εξωτερικών συνεργατών για την υλοποίηση του έργου BLUEISLANDS στα πλαίσια του Προγράμματος Διακρατικής Ευρωπαϊκής Συνεργασίας «Interreg MED». Ο διαγωνισμός αφορά στα εξής παραδοτέα:

Call for evaluator to carry out external evaluation for the Project 10113857 - MESA

 

The Network of the Insular Chambers of Commerce and Industry of the European Union (INSULEUR) is seeking an evaluator to carry out three (3) Annual Evaluation reports and final impact assessment of the "Mediterranean Islands for Sustainable Agriculture" (MESA) project financed according to Regulation (EU) 1144/2014 of the European Parliament and the Commission to be carried out from January 2024 until December 2026. The objective of the MESA project is to increase awareness on the sustainable Agri food products and production methods of the three Mediterranean islands and their contribution to the climate, environment and animal welfare. The objective will be achieved via extensive, proven for their efficiency and efficacy, publicity actions and tailored B2B initiatives. Publicity actions provide in depth information to the general public on the intimate connection of the specific products and methods with the society and the environment, focusing on their sustainable Mediterranean character and highlighting key examples of each island especially concerning climate change mitigation and climate change adaptation. The first strand will result to the increase of knowledge of the German public (consumers 25-59 years old and +60 years old) on the sustainability notion of the Union's policies and strategies (farm to fork, Green Deal CAP) as applied in the three islands. The second strand will create a critical eco - system of producers from the three islands that are and will be committed in producing sustainable food products convincing multipliers and trade channels on the competitive advantages of the sustainable products and production methods under promotion, increasing their sales / exports to the German market. An informative return - improvement of the perception of the German audience of products and production methods from three islands as sustainable and a direct economic return, generation of 12-million-euro new exports for a 1,3 million investment during the 36 months project period are the expected results. It is in this context that the evaluator will conduct the annual evaluations and the impact assessment of the MESA project implemented from January 2024 until December 2026.

  • A proposed evaluation approach and methodology (1-2 pages) including a draft workplan;

 

2) A financial proposal that should not exceed EUR 26000 including VAT.

 

INSULEUR places great emphasis on ensuring that the objectives of the work assignment, as described in the ToRs, are met. Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in terms of the criteria in the ToRs, INSULEUR shall select the proposal that offers the best value for money avoiding conflict of interest.

Annual Evaluation and impact assessment of the 10113857 - MESA Grant Agreement

 

The Network of the Insular Chambers of Commerce and Industry of the European Union (INSULEUR) is seeking an evaluator to carry out three (3) Annual Evaluations report and the final impact assessment of the "Mediterranean Islands for Sustainable Agriculture" (MESA) project financed according to Regulation (EU) 1144/2014 of the European Parliament and the Commission to be implemented from January 2024 until December 2026.

 

I.                 Background

 

Three Chambers from EU Mediterranean Islands (Chamber of Rethymno (Crete), Camera di Commercio IAA di Cagliari - Oristano (Sardinia) and the Camara Oficial de Comercio Industria y Navegacion de Mallorca (Baleares) along with the Network of the Insular Chambers of Commerce and Industry of the European Union (INSULEUR) as Coordinator joined forces in order to promote Union's sustainable agriculture in Germany, the largest food market in the Union. The objective of the MESA project is to increase awareness on the sustainable agri food products and production methods of the three Mediterranean islands and their contribution to the climate, environment and animal welfare. The Grant Agreement 10113857 - MESA was signed on 19 December 2023 and the project starts on 1 January 2024.

 

II.         Purpose and use of the evaluation

 

Evaluation surveys are provisioned for each year measuring outcomes and results of the project in activities level both in quantitative (expected outcomes vs actual outcomes and expected results vs actual results) and qualitative (cost vs outcomes and results, deviation occurred, additional results occurred, problems occurred and ways of handling etc). In the last year the evaluation analysis will include also results measurement in project level and impact assessment. Impact assessment will verify achievement of the objective and its results, informative and economic. The expected informative result will be the increase of knowledge of the German public on the sustainability notion of the Union's policies and strategies (farm to fork, Green Deal CAP) as it is applied in the three islands. The economic result concerns the increase of sales / exports to the German market from the three islands. Project includes activities that will be addressing to a large audience of the identified target groups. In numbers, project audience pool is large both concerning the consumers and the multipliers or trade. This provides the opportunity to apply in annual bases, verification tools of the evolution of project's expected results and project's activities impact. The evaluator will need to map the theory of change in order to track the progress occurred towards the final goal by setting a series of intermediate goals; will prioritize what will measure and the groups in terms of their influence, their opinion weight and in terms their credibility, choose level of evidence that is proportionate to the realistic size of the sample in order to track the extent to which the change has happened (using quantitative methods) and how the change happened (using qualitative methods), select sources and tools and in specific among (i) Surveys/questionnaires, (ii) interviews (iii) Social network analysis. The indicative methodology for measuring the informative results will be based on specialized research conducted by the external evaluator within Y1 in order to verify current state in three levels; recognition, perception and knowledge. Specifically, a survey will be carried out with interviews among market representatives, multipliers and other stakeholders (expected sample size 500 questionnaires for Y1). In parallel a continuous online survey on the website of the project promoted via social media accounts will be a valuable source of data for evaluator.

 

III.       Objectives and scope of the evaluation

 

The evaluation will assess the effectiveness, efficiency, coherence, relevance, and EU value added of the MESA project. Moreover, the evaluator will monitor the project management and implementation, making recommendations for strengthening its administration and generate recommendations to enhance the relevance and effectiveness and. the impact of the project.

 

IV.       Methodology and data collection methods

 

The evaluation can include a combination of evaluation approaches and methods to cover objectives and it is expected that the evaluation design will use both quantitative and qualitative data collection methods.

For example, the evaluation will combine the following methods to collect data from primary and secondary sources:

·        In-depth desk study of relevant document analysis and online resources generated

·        Short online surveys and/or interviews and structured online and/or on-site interviews with relevant stakeholders  

 

  V.         Roles and responsibilities

 

The evaluation will be managed and coordinated by INSULEUR, which will work closely with the contractor. Partners and the project team will provide the evaluator with available information and relevant documentation and facilitate contact with the persons to be interviewed. The contractor will be responsible for all logistics, including space for work, telecommunications, and printing of documents required to carry out the work. The contractor is in charge of the following activities:

 

·        Developing an inception note/report, including a customized assessment framework;

·        Conducting the data collection, interviews and analysis;

·        Preparing and finalizing the annual evaluation reports

·        Participate in project team meetings / project monitoring meetings

 

VI.       Expected deliverables and schedule

 

Each annual evaluation report should be delivered not later than 45 days after the end of each project period.

The assignment is planned to start on upon signing of the respective contract with the following deliverables:

 

1. Inception note including the methodology and evaluation matrix (3-4 pages, excluding annexes) by 30 May 2024.

 

·        Background, objectives and key evaluation questions

·        Methodology including an evaluation matrix (customized framework of how the evaluation exercise intends to cover the dimensions that define the scope of the evaluation).

 

2. 1st evaluation report - by 15 February 2025

 

·        Executive summary (2 pages)

·        Background and description of the project

·        Objective and scope of the evaluation 

·        Evaluation methodology and methods of data collection and analysis

·        Key findings in the areas identified by the framework

·        Conclusions and Lessons learnt

·        List of acronyms.

 

VII.      Profile and qualifications required

 

The call for proposals is addressed to companies or individual consultants who can engage in a contractual agreement as a legal entity. Candidates should present their qualifications / references / credentials / expertise within their proposal.
